BYLAWS
ST. PATRICK CATHOLIC SCHOOL
PARENT TEACHER ORGANIZATION
DIOCESE OF TYLER, TEXAS
Article I-Name
The name of this organization shall be St. Patrick Catholic School Parent Teacher Organization.
Article II-Purpose
Section 1
The St. Patrick Catholic School PTO shall concern itself with the following
1. Policies and procedures
2. Events and activities
3. Fundraising
4. Public Relations
Section 2
All St. Patrick Catholic School PTO policies shall be binding upon all members of St. Patrick Catholic School PTO as ratified by the Principal & the Pastor of St. Patrick Parish.
Article III-Membership
Section 1-Membership
The St. Patrick Catholic School PTO members shall have the following credentials
1. Interested in Catholic school education
2. At least 18 years old
3. Time for a participatory commitment
4. Agree to abide by the Constitution and Bylaws of the Diocese & PTO
5. Acknowledge that the spiritual and educational needs of the students are foremost.
Section 2-Ex-Officio Officer
The following are ex-officio members of the St. Patrick Catholic School PTO executive board.
1. Pastor of St. Patrick Parish
2. Principal of St. Patrick School
3. Superintendent of Catholic Schools
Section 3-Election and Selection
Prior to the March meeting, the Executive Officers will initiate a process to foster membership.
In March, the Chairperson and the Executive Officers shall appoint a nomination committee to prepare a state of qualified persons as candidate. The slate shall be presented to the St. Patrick Catholic School PTO in May.
Section 4-Terms of Office
.One third of the executive members shall be newly elected or selected in each year of the three year cycle. A member shall not serve more than tow consecutive terms of the three years.
Section 5-Membership Replacement
In the event of death, prolonged absence, resignation, or dismissal of a member, the executive committee may elect or select a replacement after consultation with the enter membership and with the approval of the Pastor and Principal.
Section 6-Membership Dismissal
Failure to abide by constitution and Bylaws/Policies and Procedures and membership qualifications came dismissal of the discretion of Executive Committee
Article IV-Officers
The officers of the St. Patrick Catholic School PTO shall consist of the President, Vice-President, Secretary, Treasurer, and Public Relation. The Pastor, Superintendent and Principal shall serve as ex-officio honorary executive officers of the PTO.
Section 1-Election of Officers
Officers shall be elected from nominations submitted to nominating committee during the May meeting.
Section 2-President
The chairperson shall preside all meeting pf the St. Patrick Catholic School PTO and at all meeting of the Executive committee. He/She shall establish committee deemed necessary to carry out the function of the board.
. The chairperson shall perform all duties relevant to the office of the chairperson.
Section 3-Vice President
The chair-elect in the absence of the chairperson shall perform all duties of the chair and will serve as chairperson in the year following election.
Section 4-Secretary
The Secretary shall perform all duties relevant to the office and such their duties as may be assigned by the chairperson and the Executive Officer.
Section 5-Treasurer
The Treasurer shall perform all duties relevant to the office and such their duties as may be assigned by the chairperson and the Executive Officer.
Section 6-Public Relation
The Public Relation shall perform all duties relevant to the office and such their duties as may be assigned by the chairperson and the Executive Officer.
Article V-Meeting
Section 1-Regular Meetings
Minimum of nine meetings shall be held between August and June and place to be determined by the Executive committee.
Section 2-Special Meetings
Special meetings shall be held whenever called by the president and/or by the consensus of all officers.
Section 3-Rule of Procedure
The preferred operational mode of the board shall be Roberts Rules of Order or consensus/discernment model.
Section 4-Open Meeting
Unless designated as an executive session all meeting shall be open.
Section 5-Participation Approval
No person or group shall be granted the right to an address a meeting of the SPCS-PTO unless prior permission and inclusion on agenda has been granted by the Executive committee in accordance with Article V. Section 7.
Section 6-Executive Sessions
By consensus of the officer of the Executive committee may meet in Executive session.
.Executive sessions are convened for the following reason.
1. Policy violation
2. Bylaws
3. Constitution
4. Rules and procedure dispute
5. Financial
6. Legal
Section 7-Agenda
An agenda shall be established by the Executive committee.
Article VI-Committee
Section 1-Executive Committee
The board shall have an Executive Committee and will consist of:
1. President
2. Vice-president
3. Secretary
4. Treasurer
5. Public Relations
6. Principal
7. Pastor
8. Superintendents
The Executive committee shall prepare the agenda. The committee fixes its own rules and procedures.
Section 2-Standing Committees
The following standing committees have been established by the board.
1. Executive
2. Policy and Procedures
3. Fundraising and event calendars oversight.
4. Public Relations
5. School Board Representative
The chairperson shall be a St. Patrick Catholic School PTO officer.
Section 3-Ad HOC Committee
An Ad HOC committee is established to achieve a specific purpose by the chair. Upon completion of said purpose the committee is dissolved.
All active committee will regularly make reports and recommendations to the SPCS-PTO.
Section 4-Other Committees
The SPCS-PTO shall provide for each other committee as it deems advisable.
Article VII-Amendments
These Bylaws may be amended at any regular meeting by a 2/3rds vote of the SPCS-PTO provided that such amendments are submitted in writing ten days prior to the meeting and a quorum is present.
